By all measures, the population of NYC, and New York State for that matter, is SHRINKING (even including the recent immigrant influx). With the population SHRINKING, how can the housing shortage be getting worse so badly that extreme measures like tiny living spaces, and basement apartments, and converted garage apartments ( which were declared illegal because they were in large measure, previously deemed unsafe) are suddenly necessary ??
