    Former Dover mayor begins making restitution payments to city of Dover

    NEW PHILADELPHIA ‒ Former Dover Mayor Richard Homrighausen has begun making restitution payments to the city of Dover, as ordered when he was convicted of theft in office and other charges in 2023.

    The city received a payment of $1,000 on Monday, according to Mayor Shane Gunnoe.

    When the former mayor was sentenced by Common Pleas Judge Elizabeth Lehigh Thomakos, she ordered Homrighausen to pay $17,210 in restitution and fines as punishment. That included $10,258 in restitution to the city.

    On Oct. 2, a payment plan was established by the court where he will pay $1,000 a month to the city.

    In 2022, a jury found Homrighausen guilty of theft in office and four counts of soliciting improper compensation for taking fees for performing four wedding ceremonies. He was also convicted of dereliction of duty for failing to deposit the payments in the city treasury.
