Three candidates, including two incumbents, are vying for the two open seats on the non-partisan Elkin Town Board. Running for reelection are Robert Ball and Alvin Hayes, joined by Whitney Laws.

Each of the candidates were asked to complete a questionnaire to share with voters their vision for the future of the town. Their responses are published below in their entirety.

    Candidate: Robert Ball

Bio: I grew up in Elkin and attended Elkin City Schools. After graduating from Appalachian State University, I worked in the banking industry in Charlotte and Winston-Salem. I moved back to Elkin in 2005 with my wife, Eris, and we started our family. I formed a real estate business that includes real estate brokerage, appraisals and property management with the late Jack Underdown and my father, Bob Ball.

Q: What experience(s) have you had that you believe would make you an asset to the town board?

A: I am running for Elkin Town Commissioner to continue to make a difference in Elkin. I want to give back to the community and work with others to help Elkin evolve into an even more vibrant and prosperous town. Over the past six years as a Town Commissioner, it has been a privilege to work alongside Mayor Bishop and the Town Council to make a positive impact on Elkin. I am proud to say during the past six years the town council has balanced our budget with no tax rate increase and I pledge to continue not to raise the Town’s tax rate in the future. After moving back to Elkin, I served on the Elkin Zoning Board for 10 years before becoming town commissioner. I am presently on the Yadkin Valley Sewer Authority’s Board of Directors and on the Surry County Economic Development Partnership as a board director representing the Town of Elkin. For the last 12+ years I have and still serve as a Board Member with the Elkin Valley Trails Association (EVTA). I helped create the Insane Terrain Trail Race, benefitting the EVTA and local trails in Elkin and assisted in coordinating the first few Big Elkin Brew Fest that has evolved to the Big Elkin Brrrfest. I have also served on the board for Winston-Salem Foundation and Big Brothers Big Sisters.

Q: What are the most important issues in Elkin and how can those issues best be addressed?

A: Expanding Public Services - The town will find innovative solutions to expand public services, including water and sewer systems, to meet the needs of our growing population. Our water plant needs some upgrades. With the assistance of State Senator Eddie Settle, Elkin obtained a grant for a new water tank in west end Elkin. Plans and money are allocated to install new water lines in west end Elkin. Other options to research are public private partnerships, low interest loans from state infrastructure banks, issue of municipal bonds, lease public assets to private entities for a steady income stream which can be reinvested into the towns infrastructure. Attracting Developers/New Businesses - We will actively attract developers to construct new homes, ensuring that our community continues to grow and thrive. A county wide home study was conducted over the last few years to illustrate to potential developers there is strong demand for new homes. There has been more new construction of homes in the last four years than the last 20 plus. New roofs will create new businesses. We also need to continue to look for development options on the vacant industrial land in the Elkin Corporate Park. No New Tax Rate Increase - I am committed to maintaining our current tax rate while still providing the necessary resources for our town’s development and services. The tax rate has remained the same over the last six years I have been commissioner and I pledge to continue to support this trend. Supporting Our First Responders, Local Institutions and Industries - I will continually support the Elkin Police Department, Elkin Fire Department, trails, including the rivers/blueways, Elkin City Schools, Chatham Health, the library, Foothills Arts Council, and the local wine and hospitality industry. Additionally, I will support our local businesses in every way possible. Market Rate Multi-Family Homes - Creating and attracting developers to build market rate multi-family homes will provide more housing options for our residents and support our town’s growth. Land in town has been purchased by private entities for market rate apartments with other parcels of land under contract for the proposed use of new and repurposed structures for multi-family purposes.

Q: What is your vision for the future of Elkin?

A: A flourishing, healthy and welcoming town where everyone rallies around and supports the common good listening to one another and respecting each other’s thoughts and beliefs. Candidate: Alvin Hayes

I was born and raised in Elkin I am the youngest of two sons. My brother is Danny Hayes and my wife of 35 years is Melody Hayes. I am the Pastor at Saint Home Missionary Baptist Church in Elkin by the Grace of God. I worked for Harris Electric Company for of Elkin for 12 years. I am employed with the Yadkin Valley Sewer Authority under the leadership of an extraordinary Director Nicole Johnston. I worked there over 11 years. My hope to be a town commissioner comes from the love of the people and the town with a desire to help this town to be the best little town in North Carolina. And to be a voice for the people and communities that feel left out. I would do everything in my power help to make all of Elkin the best little town in North Carolina and I want to help keep it that way. Thank You for your support.

Q: What experiences) have you had that you believe would make you an asset to the town board?

A: I am dedicated to community service. I firmly believe that the best decisions come from understanding the needs and concerns of all members of our community. I am equipped with valuable problem-solving and strategic planning skills that have proven helpful in successfully managing projects that require collaboration across diverse groups to ensure that all perspectives are heard and considered. This ability to bring people together is crucial in addressing the various challenges our town faces. My business experiences have reinforced the importance of transparency and accountability. I am committed to ensuring that our local government operates with integrity and openness, fostering trust between officials and citizens. I will prioritize regular two-way communication, keeping all citizens informed about decisions affecting our community.

Q: What are the most important issues in Elkin and how can those issues best be addressed?

A: Elkin faces significant challenges, among them are economic development, infrastructure, community engagement, public safety and housing. Each of these areas is interconnected and addressing them requires a thoughtful and collaborative approach. 1. Economic Development - We must focus on revitalizing our local economy to boost businesses in Elkin that are struggling, while attracting new businesses. A strong business community is essential for our growth. We need to consider creative and strategic incentives for small businesses, support local entrepreneurs through grants and mentorship programs, and enhance existing marketing efforts to promote Elkin. We can create jobs and stimulate our local economy by fostering a vibrant business environment. 2. Infrastructure Improvement - We must make our infrastructure must be a top priority. Aging roads, limited public transportation options, and insufficient safe pedestrian pathways hinder our community's accessibility. We must advocate for funding to repair and upgrade our roads and sidewalks, discuss investment in expanding public transit options, and develop safer walking and biking routes. Improving our infrastructure will enhance connectivity and safety for all residents. 3. Community Engagement = Community engagement is another critical area that I am passionate about. Many residents I have spoken to feel disconnected from local government and the decision-making processes. We need to employ multiple strategies to inform the public of regular town hall meetings and welcome them to be part of the process, create an online platform for residents to voice their concerns, and encourage volunteer opportunities for community projects. Building a culture of open communication and transparency will empower residents and strengthen our community. 4. Public Safety - Public safety must be a priority. While Elkin is generally a safe place to live, there are ongoing concerns about crime and emergency preparedness. We need to ensure that our first responders are supported by the community, adequately equipped and well funded. 5. Housing - The need for both upscale and affordable housing is important for fostering a balanced community. Elkin can effectively provide both upscale and affordable housing through a multifaceted approach that includes incentives for developers, zoning adjustments, community partnerships, revitalizing existing properties, and other investment and homeownership programs.

Q: What is your vision for the future of Elkin?

A: I see Elkin as a hub for small businesses and entrepreneurs. By creating an environment that fosters creativity and support, we can empower local visionaries to bring their ideas to life, bringing value to families and businesses alike. Technology and innovation are key to shaping the future of business in Elkin. By fostering a culture of innovation, we can ensure that Elkin remains competitive in our changing world. I will prioritize resources, training, and mentorship programs to help these businesses succeed and grow. I envision our town as a center for sustainable and environmentally friendly practices. From local farms to eco-conscious retailers, we can create a thriving marketplace in our community that prioritizes the health of our citizens and the beautiful environment we are blessed to live in. This includes protecting our waterways and clean air. The tourism industry plays a crucial role in our economic future. With our stunning natural landscapes, trails, festivals, and history, Elkin has the potential to attract even more visitors year-round. By developing strategic partnerships with local attractions, promoting events, and enhancing our hospitality sector, we can bolster a dynamic tourism economy that benefits all residents. Community collaboration is vital. By strengthening partnerships between local and county government, businesses, schools, and residents, we can create a unified vision for our economic future. Together, we will identify our strengths, address challenges, and develop initiatives that benefit every individual who resides in Elkin. As a resident of Elkin, I am passionate about preserving our town's unique character while embracing sustainable growth. I envision a future where our parks are vibrant, our businesses thrive, and our children have access to quality education and opportunities. The future of business in Elkin is bright and full of potential. Let us work together to build a thriving, diverse, and sustainable economy that reflects our community's values and aspirations.
