An investigation into allegations that a Thibodaux Police officer choked a teenager has been given to the Lafourche District Attorney's Office.

The Louisiana State Police finished its investigation into an incident involving Thibodaux Police Department’s Capt. John Sutton Jr. Fourteen-year-old Trevor Quinones accused the captain of choking him at the Thibodaux Firemen’s Fair on May 4. LSP turned over its findings to the Lafourche Parish District Attorney's Office on July 11.

“We do that to see if there are any applicable charges, if there’s anything that could potentially come of it, or if not,” LSP Public Information Officer Ross Brennan said.

Enforcement agencies investigate alleged crimes and can level charges if they see fit. Prosecutors then review the evidence, if any, and may amend, add, or remove charges based on the evidence or lack thereof.

“State Police did turn over the investigation to us, I can confirm that, and we currently have it under review,” Lafourche Parish District Attorney PIO David Melaoncon said.

Quinones and his aunt Tammy Billiot addressed the Thibodaux City Council and mayor about the matter at a regularly scheduled public meeting June 4. Sutton was been on administrative leave from May 31 until June 8 , Thibodaux Police Chief Bryan Zeringue would not comment on whether Sutton was currently on leave.

According to Quinones, he was at the Firemen's Fair when his friend and another teen got into a pushing match. Two officers intervened and told the group to come to a tent. As they approached the tent, Quinones said, a friend handed him a backpack. At the tent, Sutton took the backpack to look inside.

As he searched the bag, Quinones began texting his friend. Sutton "snatched" the phone, in Quinones' words, and he "snatched" it back. That was when Sutton grabbed him around his neck, Quinones said.

The Thibodaux Police declined to comment, citing the investigation.

According to Quinones, he received three charges, including possession of drug paraphernalia and resisting arrest. He could not recall the third. Asked for his official charges, Thibodaux Police Department said they would not release them, citing the investigation.
