    Proposal to Close a Youth Detention Center in Washington Sparks Controversy

    The King County Council's Law and Justice Committee recently received a final report on a controversial plan by County Executive Dow Constantine to shut down the Judge Patricia H. Clark Children and Family Justice Center, a youth detention facility.

    Known as Care and Closure, the plan aims to shift from secure detention to community-based Respite and Receiving Houses. However, there are concerns about the security of these alternative facilities.

    Mixed Reactions to the Plan

    Critics of the plan have raised serious objections. Council member Reagan Dunn expressed worries about the potential dangers of placing violent felons in unlocked facilities.

    He emphasized the importance of enhancing juvenile justice while still holding young offenders accountable for their actions.

    On the other hand, supporters of the plan, like Katie Hurley from the King County Department of Public Defense, argue that incarcerating youth in secure detention centers can have negative consequences, such as increasing the likelihood of re-offending.

    Delayed Timeline Raises Concerns

    Originally slated for closure next year, the plan to shut down the detention center has been extended to 2028. While some believe this delay allows for more time to refine the proposal, others, like Council member Dunn, worry about losing a vital location to hold juveniles who pose a danger to society.

    County Executive Constantine, despite not being present at the committee meeting, stressed the urgency of creating better outcomes for young people and improving public safety. He emphasized the need for a system that effectively addresses the needs of youth and their communities.
