Man flees after being accused of sex abuse of 11-year-old, found and arrested by Fulton Police
Fulton, N.Y. — A man fled Fulton after being accused of sexually abusing an 11-year-old child but later was arrested in the Hudson Valley, police said. Christopher J. Rico, 39, of Middletown, had sexual contact with the 11-year-old over several months, said Sgt. Lucas H. Hollenbeck, a spokesperson for the Fulton police. Some of the abuse was recorded on his cell phone, he said Tuesday.
Long-derelict psyche campus may see new life
Senator James Skoufis (D-42), Assemblywoman Aileen Gunther (D-100), City of Middletown Mayor Joseph M. DeStefano, and local stakeholders on Monday gathered for a signing ceremony of property transfer documents, officially shifting ownership of the long-derelict portion of the Middletown Psychiatric Center Campus to the city. The transfer includes 33 acres and 13 buildings. According to an announcement through Skoufis’s office, the deal was more than 10 years in the making.

Fulton Police Make Arrest in Sexual Abuse Case
FULTON – On 06/22/24 the Fulton Police Department was made aware of a possible inappropriate relationship between a 39 year old male and an 11 year old child. An investigation was begun, and a suspect identified. It is alleged that over the course of several months, the suspect subjected the victim child to several instances of sexual contact, some of which he recorded on his cell phone. After the initial report to police, the suspect fled to his home in Middletown, NY. Based on the investigation and the evidence collected, the Fulton police obtained an arrest warrant for the suspect. On 07/05/24 members of the Middletown Police Department took the suspect into custody. Fulton Police traveled to Middletown, where they took custody of the suspect and returned him to Oswego County. The Chester Union Free School District recently announced that Daniel Svarczkopf has been selected as the district’s new director of data and technology management. According to the school district, Svarczkopf has experience in cybersecurity, network configuration, data compliance and instructional leadership. He also has a history of enhancing security systems and surveillance hardware for improved school safety. Additional experience includes analyzing student assessment data and “effectively communicating insights to administration, teachers, staff, and parents to improve student learning outcomes,” the school district shared.
