    Federal Investment to Enhance Wisconsin's Clean Energy Workforce and Manufacturing Efficiency

    The Biden-Harris Administration has announced a $24 million investment to bolster workforce training and manufacturing efficiency across the United States, including key projects in Wisconsin. This initiative, part of the broader Investing in America agenda, will support 21 new projects spanning 20 states. The funding, sourced from the Bipartisan Infrastructure Law, aims to strengthen union labor and provide training opportunities for jobs that do not require a four-year degree.

    Focus on Wisconsin’s Union Training and Local Communities

    Wisconsin, known for its strong manufacturing base, stands to gain significantly from this investment. Over 40% of the allocated funds will be directed towards union job training, emphasizing the Administration’s commitment to strengthening union labor. The initiative aligns with the Justice40 Initiative, ensuring that 40% of the benefits from federal investments flow to disadvantaged communities. Wisconsin will see a substantial portion of this funding directed to organizations serving these communities, helping to reduce energy burdens and create high-quality job opportunities for individuals facing employment barriers.

    Expanding Industrial Training and Assessment Centers (ITACs) in Wisconsin

    The Department of Energy (DOE) plans to expand its Industrial Training and Assessment Centers (ITACs) network, formerly known as the Industrial Assessment Centers (IACs), including a key center at the University of Wisconsin-Milwaukee. These centers are crucial for training energy-efficiency workers and assisting small- and medium-sized manufacturers (SMMs) in reducing their carbon emissions and energy costs. Wisconsin’s ITACs will play a pivotal role in this expansion, preparing over 4,000 students, apprentices, and existing workers for careers in the burgeoning clean energy sector, including roles in advanced manufacturing, batteries, and solar energy.

    Preparing Wisconsin's Workforce for a Clean Energy Future

    Wisconsin’s new ITACs will offer technical assistance to SMMs and provide hands-on, engaging learning opportunities for students and union apprentices. This training is designed to equip participants for high-demand roles such as electricians, HVAC professionals, and advanced manufacturing technicians. The initiative aims to meet the growing demand for skilled workers, fueled by significant private sector investments in Wisconsin's clean energy and electric vehicle supply chains.

    Administration and Support for Wisconsin’s Projects

    The DOE’s Partnership Intermediary, ENERGYWERX, will manage the awards and support Wisconsin applicants, particularly those with limited experience in securing DOE funding. While selection for award negotiations does not guarantee funding, it initiates a process that will determine the final allocation. The ITAC program, overseen by the Office of Manufacturing and Energy Supply Chains (MESC), is set to support Wisconsin’s transition to a cleaner energy future.
