    Board of Zoning approves locations for marijuana dispensaries in Zanesville

    ZANESVILLE − Zanesville Community Development Director Matt Schley said two dispensaries located in Zanesville were approved for their desired land use at a recent Board of Zoning Appeals meeting.

    The 1800 Maysville Avenue location is approved for dispensary land use by Cannamed Therapeutics, LLC. The property owner is Family Video. The 1135 Lee Street location is approved for dispensary land use by SEO Natural Enterprises LLC, DBA as Backroad Wellness . The property owner is SEO Real Estate of Zanesville. Pat ad Deb Hennessey opened Backroad Wellness dispensary in Cambridge in 2023. It was the first and still only dispensary in Guernsey County

    Two more locations are awaiting approval at a future meeting. One is 1658 Maple Avenue location application from Columbia Care Ohio LLC. The property owner is Gottlieb Frederick Lutz. The other is the 3674 Maple Avenue location application Trulieve Ohio. The property owner is Hebron Road Holdings.

    “We will still need to approve permits for construction and building alterations,” said Schley. He noted that the 1135 Lee St. location will be a new build and the 1800 Maysville Ave. will need renovations. “The (1135 Lee Street location) will definitely not open until 2025. The renovation could be open by the end of the year.”

    A fifth dispensary in the county is also set to open outside city zoning laws at 2580 Maysville Pike.

    The five dispensaries will be the first in Muskingum County. There is currently one in Guernsey County, two in Coshocton County, and two in Licking County.

    The Ohio Department of Commerce licenses and regulates dispensaries. According to its website, in the Ohio Medical Marijuana Control Program, “licensed dispensaries sell medical marijuana to patients with an active medical marijuana recommendation and registration, and their caregivers with an active registration.”

    Dispensaries get their products from licensed processors.

    “They are highly regulated entities by the state,” said Schley. “There is an extensive vetting process to even apply for a dispensary license in Ohio.”

    First, potential owners must find a location in a pre-allocated district from the state that meets strict standards for having a dispensary, he said. After that, the potential owner puts an option on that property. They then turn that, along with their application, into the state, who does a lottery process to select who gets the operating license.
