    People have to remember that motor vehicle laws vary from state to state. ln NJ and you are a passenger, front or rear and you aren't wearing your seat belt, you MUST provide I.D. This is because ALL passengers must wear their seat belts and are subject to a summons for violating the law. The police need to know who you are if they decide to issue you a citation. Refusing to do so saying, "l know my rights!" will get you arrested. Know your state laws before your lack of knowledge gets you arrested.
