In a significant move to address the housing crisis and boost affordable homeownership, the U.S. Department of Housing and Urban Development (HUD) has announced the most comprehensive updates to manufactured housing construction and safety standards in over 30 years. These new rules aim to modernize manufactured homes, making them a more attractive and accessible option for Americans while aligning with modern construction practices.
A Long-Awaited Modernization
“Manufactured homes are an affordable housing option for Americans across the country,” said HUD Acting Secretary Adrianne Todman, highlighting the critical need for this update. “This update of the HUD Code is long overdue and will help increase production while also ensuring modern designs to suit the needs of families.”
The changes, which include 90 updates and additions, introduce a host of modern features designed to make manufactured homes more comparable to site-built homes. From open floor plans and modern appliances to energy-saving features and contemporary roof designs, HUD’s revisions aim to reshape the manufactured housing market. Notably, the updates allow for multi-family housing by permitting up to four-unit manufactured homes, which could significantly boost housing supply in high-demand areas .
Boosting Housing Production
As the housing market continues to face shortages, particularly in affordable housing, HUD’s move is seen as a proactive step toward increasing the supply of safe and affordable homes. “The changes to the HUD Code we’ve finalized today will expand the choices among manufactured homes available for the nation’s homebuyers,” said Julia Gordon, HUD’s Assistant Secretary for Housing. These new standards are designed to encourage innovative designs that are not only affordable but also safer and more comparable to traditional housing options .
The Manufactured Housing Institute (MHI), a leading voice in the industry, has praised HUD for these long-awaited updates. MHI CEO Lesli Gooch noted that the changes will support the industry in meeting rising demand for homes with modern features, bringing attainable homeownership to a broader segment of the population. However, she expressed concerns about the short 180-day timeline for implementation, urging HUD to ensure more frequent updates to avoid backlogs in the future .
Immediate Construction Benefits
To ensure manufacturers can quickly adapt to the new standards, HUD has issued an industry-wide "Alternative Construction Letter," which allows manufacturers to start building multi-unit manufactured homes without waiting for the full implementation of the new code. This will immediately increase the number of homes available on the market, helping to alleviate the housing crisis more quickly .

These updates represent more than just a regulatory change; they signal a new era for manufactured homes, one that could redefine affordable housing in the U.S. By aligning the HUD Code with current construction standards and eliminating outdated processes, HUD is setting the stage for increased production and broader acceptance of manufactured homes as a viable and desirable housing option.
MHI emphasized that while the updates are critical, the timeline for implementation is tight, with 74 reference standards updates, 16 new standards, and 3 regulatory changes needing to be enacted within six months. This pace may challenge manufacturers, but the industry remains optimistic about the potential to expand affordable housing opportunities for millions of Americans .
