    Tulsa Police arrest suspect who allegedly exposed himself, threatened violent sex act

    TULSA, Okla. — Tulsa Police said they arrested the man accused of threatening to rape a local business owner's daughter.

    FOX23 told you last week when police were looking to identify the suspect.

    Police said he made the threats and exposed himself after being asked to leave the business.

    Officers were able to track down the suspect, Joshua Milligan, thanks to numerous tips from the public.

    Tulsa Police said on June 18 they got a call about a man causing a disturbance at a business near 51st and Yale.

    According to the caller, the suspect was arguing and making sexual threats towards the daughter of a shop owner.

    During the argument, officers said Milligan also exposed himself.

    Police posted information about the incident on their Facebook page and on Friday, Milligan was taken into custody.

    Tulsa County jail lists Milligan as homeless.

    Investigators said they received a number of tips regarding Milligan's whereabouts and he was arrested near Admiral and Harvard.

    FOX23 spoke to a number of business owners near the original incident and did not locate the owner of the business that officers originally responded to, but it was not hard to find someone to talk about the problem nearby businesses are having with vagrants.

    "Homeless population are always walking by here and everything. We have a dumpster out back and anything they think they can salvage, it's gone. It's been a big problem here for years," said Jeff McCrackin, a bartender.

    McCrackin said while Tulsa Police has been helpful, the problem is getting bigger.

    "I know we were told just call them any time, they will come and they will take them out of here. It's not a good scene when you have them hanging around the front door, you know, people are afraid to go out at night,” McCrackin said.

    As for Milligan, Tulsa Police’s Facebook post said he admitted to officers that he was in fact the man at the store and being told to leave.

    Despite his remarks being recorded on surveillance cameras, he denied saying he would ‘rape’ the store owner's daughter, instead claiming he would 'rake' her.

    He told investigators that was a mafia term meaning to kill someone.

    Investigators also said he denied exposing himself, claiming his pants were sagging.

    Mulligan faces charges of indecent exposure and making threats.
