Man arrested after shots were fired outside Tulsa County Courthouse

TULSA, Okla. — Thanks to some help from a witness, police now have one person in custody in connection to the shooting at the Tulsa County Courthouse earlier this week, but they are still searching for another.
FOX23 brought you live breaking news coverage on Wednesday as Tulsa Police officers and Tulsa County deputies investigated the shooting inside the public parking garage near the courthouse.
A picture from a witness is what Tulsa Police said led to a first arrest after some scary moments outside the Tulsa County Courthouse.
Not long after the picture was taken, police said several shots were fired at a group of people in the courthouse parking garage from the back seat of this black Ford F-150.
Thankfully no one was hit by any of the bullets.
Not long after, Tulsa Police said they found the truck parked in this area of Union and Pine in northwest Tulsa.
At that time, officers said they learned the truck was stolen.
They said they also saw a cartridge casing in the back seat.
With all their new found evidence, police said they were able to identify the man as 20-year-old Travis Ruff.
On Thursday, they said they arrested him at an apartment complex near 51st and 145th East Avenue.
FOX23 did some digging on Ruff's past.
At the time of his arrest, he had four felony warrants.
Three were for failing to appear on prior cases, one of which had to do with allegedly having drugs, as well as a gun while on probation and another for having a stolen vehicle.
The fourth warrant was for auto-burglary and unauthorized use of a credit card.
As for the courthouse shooting, police said it may have been connected to a preliminary hearing for Alvin Chaplin, Tajon Figures and Salathiel Fields for the murder of 12-year-old Stephen Bruner.
"Folks that were in the court in the preliminary trial today. Emotions were high, words were exchanged and that culminated into an altercation where someone decided to pull out a gun and fire multiple rounds in the parking garage," said Tulsa Police Captain Richard Meulenberg on Wednesday at the scene of the shooting.
The witness who sent both police and FOX23 the picture said she was in that hearing and she's not so sure it's connected.
However, she said when she left, she saw Ruff and the other man acting suspiciously and that's why she took action.
In a picture you can see that other man sitting in the back seat of the truck with his hood up. Police believe he's the one who fired the shots while Ruff was driving.
On top of his prior unrelated charges, in this case Ruff is facing a charge of shooting a firearm from a vehicle.
