    City puts restrictions on 'criminal loitering, aggressive panhandling'

    TUPELO — With the rise of summer comes more panhandling both nationally, and Tupelo is no exception.

    Officials with the All-America City hope to curb what they’re calling “aggressive panhandling” with new rules that criminalize people who continually bother pedestrians or the flow of traffic to ask for money or services.
