I Thank You for writing this Article very informative and I'm glad that I read it. And I too had a diversion from the house across the street, the new owners tractored their new property and diverted the natural river and it went straight towards my home and property. I got a newly formed River headed towards my home and property, never been flooded before. And to top it off the house across the street who diverted the river they have a code enforcement on them for trash issues dirty disgusting filthy trash issues what do you think's coming in the water towards my home and my property and others down the way, so who do I call for help I've been asking I can't seem to find any numbers or anybody that can help me. City Council has told me in the past that since I live in the county I have to deal with the County of Riverside I only live 15 20 minutes at the most from town.
