Phil Scott will not race at Thunder Road Governor's Cup following flooding
BARRE, Vt. — For the second year in a row, Vermont Gov. Phil Scott will not be racing in his namesake race in Barre. Scott's office confirmed with NBC5 that he will not be participating in the 45th Vermont Governor's Cup at Thunder Road Speedbowl in Barre on Thursday night because of the flooding and cleanup efforts from Wednesday night's storm.
