    Serial thief allegedly robbed same Visalia home twice

    VISALIA, Calif. ( KSEE/KGPE ) – A serial thief from Visalia was arraigned Wednesday by the Tulare District Attorney after allegedly robbing the same home twice.

    The DA says 37-year-old Donald Franklin burglarized the same Visalia home on July 6 and July 8. He was charged with two felony counts of residential burglary in connection to the incident and also received convictions under California’s “Three Strikes Law.”

    The DA’s office says Franklin was on parole after being released from prison on May 8 following a 2023 conviction for a residential burglary.

    According to the DA, the 37-year-old possesses multiple criminal convictions in both Tulare and Kings counties and has been convicted of burglary, robbery, theft, false imprisonment, grand theft, auto theft, and possession of stolen property since 2005.

    Officials say Franklin entered a not-guilty plea at arraignment and is scheduled to return to court on July 23 for a preliminary hearing conference. Bail is set at $100,000, but Franklin remains in custody on a parole hold.
