Two-Mile Zoning Limit Again On Carroll County Supervisors’ Agenda For Monday
Carroll’s two-mile zoning regulation and the future of the county’s GIS and planning and zoning administration are on Monday’s Carroll County Board of Supervisors meeting agenda. The board convenes at 9 a.m. on Aug. 5 in the supervisors’ meeting room at the courthouse. They’ll open with a brief update from County Engineer Zac Andersen on utility permits and secondary roads projects. The supervisors will also discuss and approve a conceptual plan for the Merritt Access that should lead to riverbank stabilization efforts by a private party. Monday’s agenda also includes an appointment to the Carroll County Board of Adjustment, which ties into a discussion about the Carroll County GIS administrator and P&Z commissioner. Those positions are currently held by Sarah Haberl, who was recently hired to take over as Carroll County Assessor. There is hazy language in the Iowa Code that calls into question if Haberl is permitted to hold these positions while serving as assessor. The board has sought clarification from the Iowa Association of Counties (ISAC), as they would like to see Haberl continue her work in GIS and P&Z. The board will close with what is expected to be a lengthy discussion on potential changes to the current zoning practices surrounding Carroll. While the two miles subject to the two-mile zoning limit fall outside city limits, zoning regulations fall under the control of the city. Carroll city officials have suggested the supervisors present a plan for what they would like changed to begin the discussions, and that is what the supervisors will work on at Monday’s meeting. Again, the Aug. 5 meeting begins at 9 a.m. at the Carroll County Courthouse. It is open to the public and will be live-streamed via the county’s YouTube channel. The agenda and links to the video are included with this story on our website.
