    Helene poses threats to life, property in NC, Va.

    PORTSMOUTH, Va. (WAVY) — Just last week, a coastal storm dumped 20 inches of rain on the eastern part of North Carolina, and now, the western portion of the state is preparing for Helene’s wrath, with Gov. Roy Cooper warning of possible flash flooding, landslides, damaging debris and river flooding.

    “I’ve activated 175 soldiers and airmen from the North Carolina National Guard and we deployed North Carolina water rescue teams and urban rescue teams,” said Cooper, who has declared a state of emergency .

    With the ground already saturated, the governor and emergency officials are concerned that fallen trees could cause widespread power outages.

    “We have spoken to Duke[Energy] and line workers are standing by to restore power,” Cooper said.

    The aftermath of a storm is often the most dangerous period. Power companies say residents should assume any downed power lines are live.

    Hampton Roads and northeastern North Carolina could also face tornadoes that are even more deadly when night falls.

    “There is the potential for tornadoes with this storm system, which can quickly spin up with little warning,” Cooper said. “This storm’s path is wide and its impacts will be felt far from the center of the storm.”

    The warning remains the same, whether you are inland or along the shore.

    “Do not drive through floodwater we have lost too many North Carolinians who have driven around barricades and floodwaters,” Cooper said. “…. You cannot tell the depth of water just by looking at it from your vehicle.”
