The suspect, 19-year-old Javonte Allen Armstrong, fled the scene but later turned himself in to police, authorities say.

The shooting happened just before 2:30 a.m. in the 700 block of Parsonage Street. The victim, identified by police as Eddie Suarez Jr., was found with two gunshot wounds. He was flown to Sentara Norfolk General Hospital and was listed in “stable condition” as of Thursday morning, police said.
