BEVERLY, W.Va. (WBOY) — A woman is accused of strangling an elderly victim under her care in Randolph County and saying she wants “her to burn in hell.”

On Aug. 13, deputies with the Randolph County Sheriff’s Office responded to a residence on Hyona Hill Road near Beverly for a welfare check, according to a criminal complaint.

When deputies arrived on scene, they spoke with an elderly woman who stated that Cassie Pell, 36, “had destroyed her house” and assaulted her, deputies said.

While in the residence, deputies noticed “the living room of the house to be in disarray” and that there were “containers and plates of food containing spoiled and molded meat on the living room floor,” according to the complaint.

Deputies then spoke with Pell, who lived in a camper next to the victim’s home and said she takes care of the victim full time. Deputies said when they asked Pell if she ever hit the victim, she responded, “She hit me, and I grabbed her.”

In a statement, the victim told deputies that Pell “hits me with her fists, in the head and chest” and took her walker, which she needs to get around. She also said that Pell took the keys to the her house as well as her phone, according to the complaint.

The victim also stated that Pell “has tried to strangle” her twice, and that Pell uses the victim’s money to purchase groceries and pay the bills to the victim’s residence, deputies said.

Deputies then returned to Pell’s camper in order to retrieve the victim’s property, and at that time, Pell “attempted to take the battery out of the cell phone” claiming it was “so she wouldn’t break it,” but deputies believed it “was an intentional attempt to deprive [the victim] of her means of communication,” according to the complaint. Pell also “refused to give all of the keys back,” claiming that “she needed access to the residence to look after [the victim],” according to the complaint.

Deputies also noted that Pell “would often become agitated and made admissions of her anger and throwing things” and said multiple times, “I want her to burn in hell,” adding as deputies were leaving, “I’ll make sure of it.”

Pell has been charged with elder abuse. She is being held in Tygart Valley Regional Jail on $15,000 bond.

Really $15,000 why isn't she being charged with strangulation or theft. They would give you a higher bail for growing pot or something that's ridiculous

and to treat your own grandmother like this I hope they lock her up and throw the key away! And I truly pray for this dear ole lady to be placed in an elder care facility where she'll be safe and cared for properly..And can live out the rest of her days with love, compassion and DIGNITY! Who the put her in that home to abuse this lady should also be prosecuted in my opinion.
