Texas man arrested in Marion County after missing juvenile found in his custody

KINGMONT, W.Va. (WBOY) — A Texas man was charged after deputies found a juvenile who was reported missing out of Kentucky in his custody in Marion County over the weekend.

On Aug. 24, deputies with the Marion County Sheriff’s Department received information from the Marion County 911 Communication Center about multiple emergency calls being received from a phone which traced back to the BFS Convenience Store in Kingmont, according to a criminal complaint.

Dispatch was “unable to understand the caller because they only spoke Spanish,” but an employee at the BFS told the 911 center that there was a vehicle at the gas station with a female inside and a man, later identified as Jhoan Requena-Carrion, 30, of Austin, Texas, pumping gas, the complaint said.

Deputies were able to locate the vehicle heading north on Interstate 79 and pulled it over. While speaking to Requena-Carrion and the juvenile female in the vehicle, deputies used paperwork from the U.S. Department of Health and Human Services to determine that she “was a runaway/missing person from Lexington, Kentucky,” and had been “reported missing on the same day,” deputies said.

After deputies read Requena-Carrion his Miranda statement, he stated that the juvenile’s mother “ask[ed] him to bring” the juvenile from Lexington to Philadelphia; however, the girl’s father stated that “he was not aware of the plan and had never agreed to her going with [Requena-Carrion], as it was done in secret,” according to the complaint.

Requena-Carrion has been charged with abducting a person under 16. He is being held in North Central Regional Jail without bail.
