If you had to drain a reserve fund just to pay for the land you obviously can't afford a new Taj Mahal. Helena also just approved a budget of $12.5M for next fiscal year so yes, paying back a $45M bond in 10 years seems like an excessive burden on the general fund. You aren't putting in a large retail space that will bring in even a million a year in taxes and fees. You are putting in a new city hall (i.e. cost center) with a few offices and retail shops. Old Town 2.0 in other words.
