The biggest marginalized group in Vermont is the taxpayer.

yet those in the emergency housing program cannot work and only get 80 days per year in a hotel room. Encampments are illegal and you can't sleep on the streets. Does this actually indicate that refugees will get training to work beings VT is a sovereign state?
