CHARLESTON, Ill. (WCIA) — The city of Charleston is looking to improve its community by making use of a shutdown Walmart.

During Tuesday’s city council meeting, a final plan to covert and upgrade the adjacent West Park Plaza shopping area to the west was approved 5-0. The proposition was made by Spring Property Management LLC.

The developer’s plan includes temperature-controlled self-storage units, an indoor pickleball facility and concession areas.

“It’s a great project, it’s something that we’ve been looking at, talking about for a while,” said Charleston Mayor Brandon Combs during the meeting. “I’m extremely happy with this and I look forward to the future and what it ends up looking like out there, because we haven’t seen anything going on for such a long time.”

According to council member Tim Newell, Spring Property is the owner of the West Park Plaza properties at 510 W Lincoln Ave. and 525-638 W Lincoln Ave. Owner Zach Leonard said they are requesting approval of the plan in order to optimize traffic circulation, parking accessibility, site landscaping and the overall aesthetic appeal on the properties.

This application seeks approval to convert the vacant space at 510 W Lincoln Ave. into a temperature-controlled self-storage facility. It also looks to accommodate the construction of indoor pickleball courts, a food court and other potential recreational/commercial additions.

“It definitely is something that is great for our community,” Combs said. “It’s really a big deal.”

On March 14, the City of Charleston Board of Zoning, Appeals & Planning voted 6-0 to recommend the approval of this plan. The original concept plan was then unanimously approved in a city council meeting on April 2 of this year.

The former Walmart space has been vacant for over 20 years, and the concept plan explains that the redevelopment will provide construction jobs as well as new permanent jobs in the community.

The indoor recreation space is 7,800 square feet and can be used for other recreational activities outside of just pickleball. The exterior of the buildings on lots one and two of the property will be improved, as well as the addition and improvement of landscape over the entire parking lot.
