Members of local Boy Scout and Girl Scout troops participated, alongside a number of other volunteers.

A ceremony was held at Monument Hill at 9:30 a.m., before volunteers began placing flags across the grounds at each grave..

The cemetery is the burial ground of soldiers and veterans, and their families. It was first established in 1867, as a permanent burial site for Disabled Volunteer Soldiers. Military members have been laid to rest here since the War of 1812.
