    Arrest made after July 4 crash that killed two

    HENDERSON, Ky (WEHT) – Evansville Police have arrested a woman in connection to a crash on July 4 that killed two.

    According to an affidavit, shortly after 8:30 p.m., officers were dispatched to the area of N. Fulton Avenue and W. Florida Street in reference to a motor vehicle accident with injury.

    EPD states multiple 911 calls were reporting a black passenger car had just hit two people. Callers say the two people were unconscious and unresponsible. The two were pronounced dead on the scene and were identified as Mark Jeffers and Regina Hinkel. Crystal Edmonds, 46, was identified as the driver that hit them.

    EPD says Edmonds was acting nervous and frantic. She allegedly consented to a blood draw. One witness said Edmonds “was flying” before the collision. Another witness claimed she appeared to be fleeing before deciding to stop.

    An accident reconstructionist estimated Edmonds was traveling at about 42 MPH before the collision. The speed limit in the area was 35 MPH.

    EPD says they were able to obtain security footage from a nearby business. The footage reportedly showed Jeffers and Hinkel approaching N. Fulton Avenue, walking east on W. Florida Street, stopping in the northwest corner of the intersection before crossing the street. EPD also says they walk out of frame before Edmonds’ car enters into the frame. Footage showed it did not appear Edmonds’ brake lights were on prior to the accident.

    Edmonds’ blood draw revealed no alcohol in her system but did show levels of meth and amphetamine. EPD says the level of meth fell between the “toxic” and “comatose/fatal” categories.

    Edmonds is being charged with two counts of Operating a Motor Vehicle While Intoxicated Causing Death.
