A complete overhaul of the state’s freshwater wetlands regulations is entering the home stretch with the release this month of proposed new rules for public comment. A Binghamton man was found guilty on the charge of Rape in the 1st degree in court on Thursday. According to the Broome County District Attorney, in June 2023, Willis Bickham, Jr. took a child under the age of 13 years old into an apartment on Green Street and proceeded to have intercourse with her.
