City council outlines new rates and rules for West Point Depot

To address recent issues involving alcohol on the premises of the West Point Depot, the city council reviewed a new list of rules and rates for renting out the city event center.

City Manager Ed Moon introduced a list of new policies and rental rates that were proposed after months of discussion on the subject. If approved, they will be effective later this year.

The new enforcements are in response to a number of issues or confrontations that have occurred at the depot.

From Friday to Sunday, the rental rate recommendation is $2,800 with a $1400 deposit, and $2,000 with a $1000 deposit for nonprofit organizations on the weekends. From Monday through Thursday, the rate will be $1,500 plus a $750 deposit and $1,000 plus a $500 deposit for nonprofit organizations.

Setup times are flexible, depending on whether the depot is booked the day before for another event. If not, the organizers may set up on the afternoon before the event. If so, they must set up at 8 a.m. on the morning of.

The hours every day will be set the same, from 8 a.m. to 10 p.m. ET.

The new policies at the depot will be as follows:

• Serving alcohol will be allowed only for weddings, wedding receptions and nonprofit organization’s fundraising events. Nonprofit organizations would need to submit documentation proving their designation as a 501C.
• The center will be staffed with security through a contracted security company for all events. They would be on-site from the setup of the event until the end of the event.
• No alcohol sales will be permitted for any event.
• No ticket sales or charges for entry at the door will be permitted.
• All events will be subject to a 10 p.m. curfew.
• All regulations will be more strictly enforced; any event that does not comply with regulations will be immediately shut down. If all else fails, Moon said, they can turn the power off to the building.
• The city reserves the right to deny or cancel and refund any reservations based on any false or misleading information, or any social media posts or advertising describing the event as in violation of the regulations.

The city council members will review the regulations and make a motion at a later council meeting.
