    Sayre man arrested on assault, strangulation charges

    SAYRE, Pa. ( WETM ) – A Sayre man has been arrested after an incident where police say he strangled someone at a home earlier this week.

    According to Pennsylvania State Police, Francis Mukisa, 29, of Sayre, was arrested on charges of strangulation (grade 2 felony), simple assault (grade 2 misdemeanor), false imprisonment (grade 2 misdemeanor) and terroristic threats with intent to terrorize another (grade 1 misdemeanor) after police received a report from the victim of the assault.

    According to the criminal complaint from police, the assault was reported to officers at the Sayre Police Department on Sunday, Sept. 1, the same day the incident occurred. At this time, the victim alleges that Mukisa had become angry and verbally abusive after fighting with the victim all day. It was also reported that Mukisa had been drinking.

    The victim related to police that during the incident they attempted to go to another room when Mukisa forced them to stay in the room they were currently in. It was also reported that the victim’s phone had been stolen and hidden by Mukisa, who then accused them of hiding their phone to set him up. The report states that at this time, Mukisa began to strangle the victim.

    The victim then reported that Mukisa threatened to kill them if they called the police and forced them to remain in the room. Mukisa then pulled up the blinds and looked for any police to arrive that the victim may have contacted, continuing to threaten the victim.

    Following this series of events, the victim reports that Mukisa then passed out and they escaped to the police department immediately.

    Mukisa was arraigned on Sept. 2, with a preliminary hearing scheduled for Sept. 10. He is being held at the Bradford County Prison at this time without bail.
