    Tioga County, PA Sheriff’s Office enforces Blue Envelope Program

    TIOGA COUNTY, Pa. ( WETM ) – The Tioga County Pennsylvania Sheriff’s Office is enforcing a program that will assist drivers with special needs, as well as law enforcement, during a traffic stop.

    The Blue Envelope Program is designed to help drivers who have autism, communication challenges, dementia, anxiety and other conditions that make it difficult to communicate with police officers. This is done by having the necessary information on hand and ready to go in a blue envelope provided by the sheriff’s office.

    Those who enlist in the program are instructed to let the officer know that they have an envelope and then hand it over to the officer as the traffic stop is initiated. The outside of the envelope will indicate to the officer whether the driver is verbal or nonverbal.

    In the blue envelope, the driver should have a copy of their driver’s license, vehicle registration, proof of insurance and a form that includes information about their special needs. Drivers should also include the information for a contact person if they need assistance with the interaction.
