    Popular Elmira street paved after months of rough conditions

    ELMIRA, N.Y. ( WETM ) — One of Elmira’s most driven streets received much-needed paving on Friday after months of patchwork and construction.

    Crews were out early on Friday, Sept. 13 setting up cones and blocking off streets as a large section of East Water Street was paved over.

    According to Chemung County Department of Public Works Deputy Commissioner, Jason French, the paving work being done on Friday is only a one-inch temporary job designed to better the conditions for the road and prepare it for the winter months.

    French said it was best to do it now while conditions were cooperative, but said the stretch of road between Madison Avenue and Clemens Center Parkway will be torn up again in the spring when a more permanent roadway project will be done.

    French said the project will be similar to that of the work that was done on West Water Street back in 2021. When asked if there would be similar medians like the ones on West Water Street, French said that was still being decided.

    French said the project on Friday would be done around 2 p.m. and mentioned all of the cones on Madison Avenue were to block traffic, and that no work was being done to that road.
