Catch 22 here....the kids need a release and screaming sure does feel great for it. Then....it is annoying or scary for the neighbors. I don't know.....

CPS should be showing up with the cops. and tell them the boundaries and the rules of the neighborhood for noise pollution. get these girls a Frisbee and some sports to play. best therapy ever.
