County sources say local commissioners referenced road infrastructure, noise and water supply in denying the permit. Had it been approved, the Retract LLC project would have encompassed fans and a natural-gas generator deployed on 87 acres of the nearly 25 hundred acres the company has under lease. The project reportedly would have drawn carbon dioxide directly from the atmosphere, rather than from other carbon-capture facilities that derive CO2 from power plants or other facilities.
