(KOTA) - Petitions to refer the Rapid City Vision Fund Revision Ordinance to a vote in November failed to collect enough valid signatures, Rapid City Finance Director Daniel Ainslie announced. RAPID CITY, S.D. (KOTA) - The Rapid City man accused of killing Edleigha Little back, 40, in November of last year had another appearance in court Monday.
