CARROLL COUNTY — Special Judge, Fran Gull, is set to oversee a two-part hearing in the Delphi murders case on Friday.

Richard Allen is charged with four counts of murder related to the February 2017 killings of Abby Williams and Libby German near the Monon High Bridge. Police arrested Allen in October 2022, more than five years after the incident.

The hearing will be divided into two sessions: the first will be closed to the public based on an agreement between both parties, while the second will be open to the public and media. Judge Gull’s order states there will be a break between the two parts, and no cameras or electronic devices are allowed in the courtroom during the proceedings.

The case has been subject to lengthy hearings on July 30th, July 31st, and August 2nd. Last week, Judge Gull denied a defense motion to dismiss the case, which was based on claims that the state had erased potentially exculpatory interview recordings. She also refused to impose sanctions against the prosecution, despite the defense’s claims of evidence being withheld or delayed. Earlier, she denied a defense request for a Franks hearing to question the validity of evidence obtained through search warrants. The trial is expected to begin in October.
