INDIANAPOLIS — INDOT is releasing more details on a planned overhaul of the interchange between I-465 and U.S. 31 on the north side of Indianapolis.

The interchange is not even a decade old yet and INDOT says upgrades are already needed because of several factors that have to do with population growth in Hamilton County and bigger increases in traffic than expected in that time span.

“The reason that we’re coming in here and doing Level Up 31 sooner than most people probably expected us to is because we’re seeing such a population growth,” said INDOT spokeswoman Kyleigh Cramer on WISH-TV. “We are seeing more congestion, more unsafe lane movements.”

INDOT held a public presentation on what exactly people who live near the interchange and those who use it regularly can expect from the project.

The project calls for adding a lane on I-465 eastbound to U.S. 31 northbound, and another lane from I-465 westbound to U.S. 31 northbound, plus an access lane to 106th Street just north of the interchange. Cramer said the planning behind the project has been carefully thought out.

“We are looking at crashes that have happened in that area. we’re looking at backups and congestion,” she said. “All the big safety issues.”

People from all over Hamilton County and northern parts of Indianapolis attended Thursday’s meeting at the Drury Inn just north of 96th Street. There were even people from as far away as LaPorte County attending the meeting. U.S. 31 is a major thoroughfare for Hoosiers living in northern parts of the state.

The project is due to begin in the summer of 2025 and be done sometime in 2027.

The Indiana Business Research Center at the IU Kelley School of Business says Hamilton County in 2020 had 347,467 residents, and that total will increase by more than 180,500 by 2050. Within the next 30 years, Hamilton County will likely become Indiana’s second-largest county.
