    Ribbon cutting to unveil new office space for Lycoming County government

    Williamsport, Pa. — Thursday, July 11 marks a new chapter in Lycoming County government. The weekly commissioner's public meeting will be held in a new location on the third floor of the Third Street Plaza, located at 33 West Third Street.

    The public meeting will be followed by a ribbon cutting and open house at 11:30 a.m. to unveil the county's new office space. The public is invited to check out the new space and become acquainted with where government services are located.

    Last July, Lycoming County Commissioner Scott L. Metzger and former Commissioners Tony Mussare and Rick Mirabito approved the sale of the Executive Plaza building on Pine Street for $3,620,000 to Horizon Federal Credit Union. It was a 3-0 vote.

    The county purchased Executive Plaza for $560,000 in 1997.

    Their new home at 33 West Third Street was purchased for more than $13.4 million in 2007. Over the years it has housed a variety of tenants. Now, in addition to the commissioner's public meeting room and administrative offices, the building houses the treasurer's office, Office of Voter Services, Veterans Affairs, and the coroner's office, until the coroner relocates to a building on Wahoo Drive in Williamsport, which is currently undergoing renovations.

    The new building for the coroner , formerly owend by Pennsylvania College of Technology, was purchased for $302,000 in September of 2023.

    On the fourth floor of the Third Street Plaza is Children & Youth Services, Mental Health Services, Intellectual Disability Services, Early Intervention Services, and Lycoming-Clinton HealthChoices, which all relocated from the Sharwell Building on 300 East Street.

    The fifth floor houses the assessment and delinquent tax office, facilities management, and information technology offices.

    The Third Street Plaza also houses a same-day concierge health services center for county employees. That center opened in April of 2023.

    Healthcare services are offered to full-time county employees and their covered dependents, offering primary care with same-day appointments and health plan care coordination without co-pays. Services include doctor visits, laboratory, X-ray, prescriptions, behavioral health, physical therapy, and an onsite "member advocate" to troubleshoot benefit coverage problems and health plan claim issues.

    Now that all government offices have moved out of the Executive Plaza, Horizon Federal Credit Union is expected to bring about 100 corporate jobs to downtown Williamsport over the next five years.

    The sale, the move, and Horizon setting up their headquarters downtown is "a win-win for the community, it's a win-win for the taxpayer, and it's a win-win for everyone involved," Metzger said.
