Another big Minnesota Lottery winner has emerged from a lucky scratch-off purchase in Rochester this month. Minnesota has been buzzing with big lottery wins this year. In June, a record-breaking Gopher 5 jackpot was won in Baxter, and four massive scratch-off winners in New Brighton, Austin, Brooklyn Park, and Vandais Heights were also announced. Adding to the excitement, there have been two $1 million Powerball winners and two multi-million dollar Lotto America winners already this year.
