    David Casey appointed to serve as Department of Revenue secretary

    Former Wisconsin Department of Revenue (DOR) deputy secretary David Casey will serve as the new DOR secretary, Gov. Tony Evers announced Monday.

    Casey fills the vacancy recently left by former DOR Secretary Peter Barca, whose retirement took effect last week and was announced as he considers running for Congress. Casey previously served as DOR deputy secretary from 2019 to 2022.

    “We are excited David is returning to state service as secretary of the Wisconsin Department of Revenue,” Evers said in a statement. He added that he looks forward to Casey “bringing his decades of experience in the industry, previous history working alongside our dedicated state workers, and his knowledge of our state tax laws and codes back to the department to serve the people of Wisconsin.”

    Casey works as a principal industry expert in tax compliance and fraud for SAS Institute, an analytics software company, in Cary, North Carolina, where he has used data analytics to help  tax agencies in the U.S. and internationally identify and reduce tax fraud and maximize efficiency, according to the statement.

    Casey’s appointment will take effect on April 29.

    “Nearly every individual and business in the state of Wisconsin has some form of interaction with the [DOR], and it is our responsibility to ensure these interactions are as efficient and effective as possible while maintaining the highest levels of tax compliance,” Casey said in the statement.

    Calling Wisconsin’s revenue department “a premier tax agency known for innovative solutions and outstanding customer service, all due to the focus of hardworking state employees,” Casey added: “It is my honor to once again work in this world-class organization to serve the needs of Wisconsin taxpayers.”

    Casey holds a bachelor’s degree in economics from Grinnell College and a master’s in public policy and management from Carnegie Mellon University. He has also served as assistant to the city manager for Vancouver, Washington, as a principal for American Management Systems in Fairfax, Virginia and as a senior consulting manager for Deloitte Consulting LLP in Chicago. Prior to his start at the DOR in 2019, he had served as an executive consulting manager for Revenue Solutions Inc. in Massachusetts.
