    Man accused of killing 4-year-old now charged with retaliation against investigator

    BLOUNTVILLE, Tenn. (WJHL) — A Surgoinsville man accused of killing a child in Colonial Heights now faces an additional charge for allegedly threatening violence against a police investigator.

    According to a criminal complaint filed in Sullivan County General Sessions Court on Aug. 30, police have now charged Cody Webb, 34, with “retaliation for past actions.”

    The complaint identifies Kingsport Police Department Lt. Justin McConnell as having a “pending felony case against Webb that is set for trial in Criminal Court the week of November 12th 2024.”

    Webb is charged in the 2018 death of 4-year-old Addyson Cain. Her body was found at a home in Colonial Heights on Aug. 5, 2018.

    In 2022, Addyson’s mother told News Channel 11 that she was dating Webb at the time of the child’s death. Webb is not the child’s father.

    According to the Aug. 30 criminal complaint, McConnell received voicemails on Aug. 30 from Webb. In those voicemails, Webb reportedly threatened McConnell, saying:

    • “I will squabble your mother******* GD *** any day of the week of the week and twice on Sunday boy”
    • “I’m looking for you, you might want to start looking for me”
    • “I will squabble your *** any mother******* day dog”
    • “I will take your homie and beat ill beat your *** with his ***”

    “Due to Webb having a pending court case with Lt. McConnell, threats of violence and McConnell being able to identify Webb as the caller, I am seeking a warrant on Cody Webb for retaliation of past actions,” Det. Sgt. Erik Steele wrote in the complaint.

    The calls came from a phone number that police had previously verified as belonging to Webb, according to the complaint.

    he sounds like a real winner. my daughter's friend lives across from where he murdered this little girl. she was such a beautiful little one. I remember seeing her and her mom outside playing when I would drive over to my daughter's friend's house. this guy needs to be put to sleep for what he did to this little girl. he is a danger to society!
