    Man with history of indecent exposure charged again

    LIBERTY TOWNSHIP, Ohio (WKBN) – A man who was charged at least three previous times with indecent exposure and open lewdness in Mercer County is facing charges in Trumbull County for the same thing.

    Willis Swartz, 83, of New Wilmington, Pa. was charged with public indecency following an incident Sunday at the Walmart in Liberty

    According to a police report, Willis was walking around the store, primarily in the toy and sporting goods department, exposing his penis. When officers got to the store, they observed him checking out and then walking across the front of the store with his penis out and touching it in front of customers, including children.

    Swartz was issued a summons for public indecency and was trespassed from the store. He is scheduled to appear in Girard Municipal Court on Tuesday.

    Court records show that Swartz was most recently charged in 2017 in Mercer County Court on a charge of indecent exposure and was sentenced to five years probation. He was previously charged in Mercer County Court in 2013 with indecent exposure and in 2006 with open lewdness.
