YOUNGSTOWN, Ohio (WKBN) – Investigators with the Youngstown Police Department’s Internal Affairs Division were on the scene of a fatal officer-involved shooting Tuesday evening at the Dollar General on Belmont Avenue.

Police say a man was shot dead by an officer at the Belmont Avenue Dollar General after officers responded to a call of a disturbance with a knife shortly after 5 p.m.

A woman who was also involved in the disturbance is in St. Elizabeth Health Center in critical condition, according to Staff Inspector Lt. Brian Butler.

Police say the man and woman involved in the incident are not employees of the store.

Ohio’s Bureau of Criminal Identification and Investigation was called to take over the investigation. The Internal Affairs Division will investigate to determine if the officers followed departmental policies on the use of force and firearms.

Butler said the scene is a complicated one, and he did not want to comment on how the woman received her injuries. He said one officer fired their weapon at the man who was killed.

“When officers arrived, they had to employ force in the means of discharging their firearms. Right now, one person is in critical condition at St. Elizabeth’s Hospital and one person is deceased at the scene,” Butler said.

No names were released — either of the man who was killed, the woman injured, or the officer involved.

The entire store is cordoned off with crime scene tape and officers were examining a car in the parking lot.

Mayor Tito Brown and Police Chief Carl Davis were both on the scene.

This is the second fatal officer-involved shooting in the city this year and the third since last fall.

In June, a man was killed when police answered a domestic disturbance call on the West Side. BCI is also investigating that case.

In October, a man was killed by police investigating a burglary call on Helena Avenue. A grand jury chose not to indict the officer involved in that shooting following an investigation by BCI.

I understand protecting yourself. I don’t understand why cops shoot to kill. Are they that untrained w/a gun that they can’t shoot legs? Why did other cops shoot many times? It is not their job to give punishment. Prayers to families.
