Investigators with the FCSO determined that Cook and 42-year-old Terrance Lee Morris were involved in a dispute, possibly over mechanical services. As the dispute escalated, Cook and Morris got into a pursuit that started in Clarke County and ended in Frederick County.

After the pursuit, deputies believe the two men got into an argument where shots were fired.

Throughout the investigation, Morris was identified as a suspect and was charged with murder in the second degree. The FCSO said authorities apprehended Cook in Spotsylvania County.

The FCSO was asking anyone who may have been traveling on Route 340 and Fairfax Pole on June 25, around the time of the shooting, and who may have witnessed anything to suspicious, to call (540) 662-6162 and ask to speak with Investigator Bowman.
