Oregon State Police reported that a Woodburn resident was arrested following a fatal crash that took place on I-5 in Linn County south of Albany early Sunday morning.

OSP’s preliminary investigation indicated that at around 2:09 a.m. Sunday, July 21, Isael Garcia, 23, of Woodburn was travelling northbound in a Lexus GS when the vehicle rear-ended a northbound Toyota Camry operated by Justin Michael Palmer, 37, of La Center, Wash.

Palmer suffered serious injuries and was transported to an area hospital. A passenger in his vehicle, Scott Alan Palmer, 53, of Camarillo, Calif., was declared deceased at the scene.

Garcia suffered minor injuries and after being medically cleared was arrested for DUII.

The freeway was impacted for about six hours during the on-scene investigation. The investigation is on-going. OSP was assisted by the Linn County Sheriff's Office and ODOT.
