WORCESTER — The License Commission cleared the way for Kelly’s Roast Beef to open a location on Gold Star Boulevard, greenlighting a common victualer license Thursday.

Jim Rataj, the director of franchise operations for Kelly’s Roast Beef, pinned September 9 as a target open date in an interview after the meeting.

This will be Kelly’s seventh location in the state.

Kelly’s will be in a building that has replaced the razed location of Volvo Cars at 70 Gold Star Blvd.

Volvo Cars left the two-story building in October 2022 to move to Auburn. It is now known as Volvo Cars Auburn, a retailer of Patrick Motor Group.

Kelly’s Roast Beef is famed for its beachside beginnings, rising from a shack on Revere Beach in 1951.

In addition to seven locations in the state, Kelly’s also has one location in Salem, New Hampshire, and six in Florida.

Rataj said the Worcester shop is a 65-seat location.

    Golden Semiramis Bakery

Also Thursday, the commission granted a common victualer license to Golden Semiramis Bakery, a shop with Mediterranean food products.

This will be the fifth business along Lincoln Street for Jason Lwiss of Sutton, who last year opened Golden House Grill, a restaurant with Mediterranean and Middle Eastern food in the plaza anchored by Bob's Discount Furniture.

Lwiss, who also owns wholesale bakery Golden Tandoori Bakery on Lamartine Street, said during the commission meeting that his new location at 486 Lincoln St. will serve gyros and baklava among other products.

A Santander Bank branch was most recently found at that location.

    Bagel Time

Bagel Time was also approved for a common victualer license Thursday, clearing the way for the family-owned business to take up a new location at 500 Pleasant St.

The building was home to Michael’s Furs for 36 years until its closing in December 2022.

Bagel Time’s ownership bought the building in February 2023, according to property records; the shop left its location at 194 Park Ave. after more than 30 years of business.
