    4 arraigned in Worcester Superior Court in fatal Feb. 12 shooting on Shannon Street

    WORCESTER ― Three men and a woman were arraigned Tuesday in Superior Court in connection to the fatal shooting of a 17-year-old male Feb. 12 on Shannon Street.

    Tyreke Graham, 23, is charged with manslaughter and accessory after the fact.

    Kidam Oquendo, 22, is charged with manslaughter.

    Carter A. Webster is charged with manslaughter, armed assault to murder with a firearm, possession of a firearm used in a felony, attempted assault and battery with a firearm, carrying a firearm without a license, carrying a loaded firearm without a license, discharging a firearm within 500 feet of a building and possession of ammunition without a FID card.

    Nala Lewis, 25, is charged with accessory after the fact.

    About 3:30 a.m. Feb. 12, officers were alerted via SpotShotter to gunshots in the vicinity of 14 Shannon St. A short time after police arrived, a man with a gunshot wound to his chest was dropped off at Saint Vincent Hospital. He was pronounced dead soon afterward. Hospital security footage showed two men wearing masks dropping the victim, identified as Devonair Butler , at the hospital.

    The medical examiner’s office ruled the cause of the death as homicide caused by gunfire.

    According to the police statement of facts, a witness told police he heard gunshots and saw three men with guns.

    The witness said one man had what appeared to be a long gun or rifle and was wearing a red mask.

    The witness said he thought one of the men had been shot because of the way he was running.

    Surveillance video recovered from a Worcester Academy building on Shannon Street showed the shooting unfold. The video showed a car parking on Shannon Street while two men stood behind a parked box truck further down the street. About 3:10 a.m., three men exited the car and began to cross the street, heading toward Marion Avenue, according to Sgt. Ryan Stone’s statement of facts, filed in court.

    As the three men crossed the street, the two men behind the box truck began firing guns, according to the statement of facts.

    The parties exchanged fire, according to the statement of facts, before the three men got back into their vehicle and drove up Marion Avenue.

    A witness told police that Oquendo told him that he had been involved in the shooting on Shannon Street, and that he was with Webster and Butler.

    The statement of facts said that Oquendo was seen firing his firearm multiple times on the street, and that shell casings were recovered around where he was standing.

    According to the statement of facts, Graham was wearing a GPS monitoring bracelet, which was pinging in a parking lot on the other side of the dead end of Shannon Street.

    According to the statement of facts, Graham was the driver of the silver Kia Soul that fled the scene after the shooting.

    Graham is a member of the East Side gang, a rival of the Kilby gang, according to the statement of facts.

    Graham’s bail was set at $25,000 cash/$250,000 surety. Conditions of his release, if he makes bail, include home confinement and wearing a GPS monitoring device, having no contact with the victim’s family and co-defendants, and reporting to probation weekly by phone. A pretrial conference is slated for Oct. 30.

    Oquendo’s bail was set at $10,000 cash/$100,000 surety. Conditions of his release, if he makes bail, includes home confinement and wearing a GPS monitoring device, having no contact with the victim’s family, and reporting to probation weekly by phone. He is due back in court on Oct. 23.

    Webster is committed without bail pending a dangerousness hearing on Friday.

    Webster has also been identified as one of the gunmen in a shooting that took place on April 7 at 9 Clarkson St. , where three teenagers were shot.

    In that case, Webster is charged with three counts of armed assault to murder, possession of a high-capacity firearm, possession of high-capacity magazine, possession of a firearm, possession of ammunition, and discharging a firearm 500 feet from a dwelling.

    Lewis’ bail was set at $2,500 cash/$25,000 surety. Conditions of her release include having no contact with the victim’s family and all co-defendants. She is due back for a pretrial conference on Nov. 21.

    Judge Daniel M. Wrenn presided over the arraignments.

    Graham was already wearing a ankle Bracelet and if he gets bailed he will be on home confinement this didn't work . Throw his ass in jail and keep him there
