Man dies after being shot by Richmond Police officer

RICHMOND, Va. (WRIC) — A man has died after he was shot by a Richmond Police officer on Tuesday, according to officials.

The Richmond Police Department has identified the man as 36-year-old Kevin Harris of Richmond.

At 7:23 p.m. on Tuesday, Oct. 15, police said an “armed mental party call” was dispatched by the Department of Emergency Communications regarding a white man who had reportedly threatened a person with a knife in the 2900 block of East Broad Street.

Officers arrived and found the building where Harris was. Police said a family member allowed officers into the building and officers began speaking to Harris and a female — whose age has not been released — who were inside an interior room in the apartment.

Officers reportedly attempted to de-escalate the situation for several minutes and have Harris and the female leave the room, but they did not leave, according to police.

Officers then reportedly heard a scream in the room. Concerned for her safety, officers went into the apartment. Officials said Harris was shot by an officer, after which he was taken to the hospital with life-threatening injuries, then died due to his injury in the morning on Wednesday, Oct. 16.

An “edged weapon” was found at the scene. The female was not injured, according to police.

Police continue to investigate the shooting, and, as with all officer-involved shootings, the department is investigating the circumstances.

The department’s policy is to release the name of the officer following investigation protocols to include a threat assessment, according to police.

Police said the department will release a Critical Incident Briefing video to the public, which will feature video and audio from the investigation, which police said includes officer body-worn camera video, 911 recordings, photos from the scene and other materials.
