    DuBois City Council gives update on Suplizio contract, police chief

    CLEARFIELD COUNTY, Pa. (WTAJ) – The City of DuBois held a special meeting Monday night to vote and take action on several things, including sharing an update on the case surrounding former DuBois city manager.

    The special meeting was held due to the previous meeting agenda not being posted 24 hours in advance. During the meeting, many questions and comments were made. One question that was continuously brought up was about the former city manager’s contract.

    John “Herm” Suplizio was arrested and accused of stealing hundreds of thousands of dollars from the city. The council has attempted to terminate Suplizio before but ran into problems with having to buy out the contract. During the meeting, Interim Solicitor Thomas Breth said that the council will have a resolution to terminate Suplizio at the next meeting.

    “The council next Monday will have a resolution to terminate the former city manager’s employment with the city. That puts him on notice that if he wants to request a hearing before the city council he’s on the clock to do that,” Breath said.

    Breth said that Suplizio has about 15 days to request a hearing. The resolution that will be presented at the next meeting will terminate Suplizio without having to pay out his contract.

    “I’ve given a legal opinion to the council with respect to his contract. I don’t believe that contract to be enforceable. So if they terminate him, my advice to the council is they have no legal obligation to fulfill that contract,” Breth said.

    The council also spoke on the decision to place City of DuBois Police Chief Blaine Clark on paid administrative leave.

    “City Council received a complaint, a written complaint against Chief Clark. In response to that, they placed him on administrative leave with pay. They’ve referred the matter to the District Attorney’s office. They’re conducting an internal investigation, I’m helping with that investigation. That’s really all we’re going to talk about right now,” Breth said.

    The City Council couldn’t comment any further on the matter. The next city council meeting will be held on March 11 at DuBois City Hall.

    so the interm solicitor gave an opinion on the contract of Suplizio so they really don't know how to terminate him
