ALTOONA, Pa. (WTAJ) — Dirty used diapers and rotting food seen during a CYS visit turned into charges against an Altoona couple.

Tanya Lynn McCartney, 31, and Jahkeem Tahyyan Metcalf, 19, are facing child endangerment and animal neglect charges after Altoona police were called to assist CYS at a home on 8th Avenue Tuesday night, Aug. 13. According to charges filed, CYS was doing a check on one of three children they said consumed clonazepam earlier that evening.

According to the criminal complaint, police found feces, used dirty diapers and rotting food throughout the home with three children ages 10 years, 5 years, and 8 months. Police noted that in the room with the 8-month-old, there was rotting food in the crib and filthy diapers everywhere.
