ELK COUNTY, Pa. (WTAJ) — A Pennsylvania man is facing charges after he allegedly showed up at another man’s home and threatened to kill him.

Dakota Proctor-Burch, 30, of Warren was arrested after police were called to a home on Kane Street for a report of threats being made, according to a criminal complaint. On Oct. 3 officers received a call from a woman who reported that Proctor-Burch was making threats against another man. During the conversation, Proctor-Burch allegedly made threats that he would break into the man’s home, shoot him and then shoot himself.

The woman told officers that once the conversation escalated she started to record on her phone for her own safety.

On Oct. 4 Troopers from Pennsylvania State Police out of Ridgway were called by the man who Proctor-Burch had allegedly threatened. He told them that Proctor-Burch was banging on his door and sending him dozens of messages asking him to come to the door.

Once troopers were called Proctor-Burch left the residence, but was pulled over by troopers as he was leaving. When talking to police, Proctor-Burch admitted to having just left the victim’s house and he was placed into investigatory detention.

Troopers spoke with the victims and they turned over the footage that had been taken on Oct. 3. According to the affidavit, the footage showed Proctor-Burch threatening to shoot both the victims. Both victims reported that on Oct. 4 he showed up at the residence and spent approximately 30 minutes banging on the door and trying to get them to come to the door.

Once troopers had that evidence they arrested Proctor-Burch and received permission to search his vehicle. According to the complaint, they found two loaded and concealed firearms in the vehicle, both of which Proctor-Burch did not have concealed carry permits for.

Proctor-Burch is in the Elk County Prison with bail set at $50,000. He is facing a felony charge of terroristic threats with the intent to terrorize another and misdemeanor charges of firearms not to be carried without a license.
